Magic: the Gathering Foundations is meant to be a base set, with the idea of what a set simply called Magic: the Gathering looks like. It has the regular product lineup of Ply and Collector Boosters, but also a focus on new players with The Beginner Box and Starter Kits. These are designed to help teach Magic and start a collection.
